Device Cannot Start Code 10

Provide Security Permissions to Registry Entries

A registry entry mentioned here may not have enough administrative privileges. This causes problem retrieving or altering the registry data. Provide read, write and full control to the registry key.

For Windows 8.1/ 8:

  • Press Windows Key.
  • Type “RegEdit” in the Search box.
  • Click the Apps icon.
  • Open it from the search results page.
  • Registry Editor will open. Locate below sub key:

  • Right click “Root” sub key, select Permissions.
  • Check-up “Allow” boxes for Full Control and Read permissions.
  • Click Apply | OK.
  • Exit Registry Editor.

For Earlier Versions of Windows:

  • Press Windows Key.
  • Type “RegEdit” in the Search box.
  • Press ENTER.
  • Refer Steps # 5-9 from Windows 8.1/ 8 user’s paragraph.

Delete Upper and Lower Filters

Again this involves use of Registry Editor. We’ve given a subkey where you might find upper and lower filter strings. Delete them to fix device cannot start code 10.

For Windows 8.1/ 8 and Earlier Versions:

  • Refer to “Provide security permissions to registry entries” paragraph to open Registry Editor.
  • Locate the following registry sub key:

  • Do you see UpperFilter and LowerFilter strings on the right side panel?
  • If they exist, delete them. If they are not found, simply close Registry Editor.

Uninstall Problematic Drivers

A Universal Serial Bus Controller or any other device of your computer might be incompletely installed. It is easy to identify and remove problematic devices as shown below:

For Windows 8.1/ 8:

  • Press Windows Key + X.
  • Click “Device Manager”.
  • Expand the top entry.
  • Click View menu and check-up “Show hidden devices”.
  • Couple of new devices will be displayed.
  • Do you see any device with a yellow color exclamation mark? If yes, right click that device and select Uninstall option.
  • If you’re experiencing problem with DVD ROM Drive specifically, expand “DVD/CD-ROM Drives”. Right click the most appropriate items, select Uninstall.
  • If you’re experiencing problem with USB Flash Drive specifically, expand “Universal Serial Bus Controllers”. Right click USB Mass Storage Device and select Uninstall. Do it for all entries with specified name. You won’t receive device cannot start code 10 again.

For Earlier Versions of Windows:

  • Click the Start button on your Taskbar.
  • Click Control Panel.
  • Click System and Security | Administrative Tools.
  • Double click “Computer Management”.
  • Refer Step # 3-7 for Windows 8.1/ 8 user’s paragraph.

Scan for Corrupt Files

One or more system files can be corrupt. This requires scanning of all operating system files with System File Checker. It’ll primarily restore corrupt files to their genuine version located on installation media.

For Windows 8.1/ 8:

  • To start fixing device cannot start code 10, insert Windows 8.1/ 8 installation disc.
  • Press Windows Key + X.
  • Click “Command Prompt (Admin)”.
  • Type below command and press ENTER:

    sfc /scannow
  • Reboot when you’re finished repairing system files.

For Earlier Versions of Windows:

  • Insert Windows installation disc.
  • Click Start, point to All Programs | Accessories.
  • Click Run.
  • Refer Step # 4-5 of Windows 8.1/ 8 user’s paragraph.
